About the project

Lea Bridge Road is one of three routes linking our residents to neighbouring boroughs, running from the Whipps Cross Roundabout to the borough boundary with Hackney, and is heavily used with up to 30,000 vehicles and 1,500 cyclists using it every day.With Lea Bridge Road Station opening next year, the area is set to become a key transport hub. This investment, along with Mini-Holland funding, will build upon the recent Bakers Arm regeneration to increase pedestrian footfall and provide an excellent opportunity for businesses to thrive. The proposed programme will upgrade junctions, bridges and footways, create attractive public spaces with more trees, offer safer routes to school and healthier travel options making the area a more enjoyable place that people will want to visit.Over the past five years, collisions resulting in injury to people who walk and cycle have increased. Between 2009 and 2013, a total of 118 cyclists and 60 pedestrians were injured on the road, including 20 serious collisions and one fatality. Changes are needed on Lea Bridge Road to reduce collisions making the area safer for the community.The Lea Bridge Road scheme aims to:<li>Transform the look of the road into a thriving high street and place for community interaction, increasing footfall and business opportunities.</li> <li>Make the road safer and more attractive for all.</li> <li>Make walking and cycling a more attractive and convenient option for local people.</li> <li>Smooth traffic flow by upgrading junction signals and improving the borough’s road network as whole.</li>What happens next?All of the feedback received from the consultation will be carefully analysed and considered as part of our final designs. Section DEF: New road layout and improvements

In response, the scheme will introduce a number of road safety and junction upgrades in these sections to prioritise pedestrians and slow down traffic.Proposals<li>Introduce blended ‘Copenhagen’ crossings on all side road junctions open to traffic to prioritise people crossing side roads. It will provide a safe space for people to cycle on, separated from motorised traffic, which is proven to increase cycling as people who would like to cycle feel more confident to do so.This type of cycle lane will also reduce confusion and conflict among all road users by creating the cycle track on a slightly lower level to the footway, making the cycle track a different colour and material to the footway and road, and by making drivers feel more at ease. Where necessary, existing access to off street parking will be maintained across the cycle track including drop kerb access.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1505380424/projects/db/cycle-lane.jpg" />Modal filters (roads accessible to pedestrians and cycles)To reduce collisions in the area, we are proposing to introduce a permanent modal filter at the Poplar Road/Lea Bridge Road junction. Modal filters help to improve safety for the local community, in particular children and the elderly, whilst creating more attractive residential streets, providing a place suitable for people to play out, relax and spend time with neighbours.The filters will only affect motorised vehicles, and people who walk and cycle will be able to pass through. Where a filter is installed, space will be provided to allow vehicles to turn around (on side streets), access for other vehicles such as for deliveries and bin collections will be maintained and residents will still have access to their street. We will continue to consult with the emergency services to ensure access is maintained.Proposal<li>Create a new shared space at the junction of Poplar Road/Lea Bridge Road, making the road accessible to cycles and pedestrians only at this point. This area will benefit from a new bus stop, signalised pedestrian and cycle crossing, as well as new plants and trees making the junction more attractive and safer for the community. To accommodate these changes, Poplar Road will become a two way road, and motor vehicles will be able to access and exit Poplar Road from Hoe Street.</li>Bus stop changesWe want to help improve the reliability of bus services and meet TfL’s accessibility standards to better to support elderly or disabled passengers, as well as people with push chairs. To do this, changes will be made to bus stops which will be designed in conjunction with the new cycle track. By improving public transport facilities in the area we hope to encourage more local people to choose this mode of transport over personal motor vehicles which will help to relieve congestion on the road. We will continue to liaise with TfL who will need to approve changes to bus stops.Proposals<li>Relocate and upgrade the bus stop outside 613 to the end of Poplar Road where there is more space to accommodate bus passengers</li> <li>Relocated and upgrade the bus stop next to the entrance to the Stanley Road car park to outside 557 Lea Bridge Road</li> <li>Upgrade the existing bus stop on the south side of Lea Bridge Road between Fraser Road and Merton Road.</li><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1505380586/projects/db/floating-bus-stop-2.jpg" />Parking and loading improvementsIt’s essential that parking and loading improvements meet the needs of local businesses who are vital to the community and local economy. We’ve already met with businesses and visitors to understand their requirements and invite further feedback through this consultation. We will continue to work with local businesses to ensure their requirements are considered.The parking and loading arrangements along the street have been fully revised and formalised making it clearer for everyone.Permit holder bays - available for holders of resident or business permits to use only.Double yellow lines - no waiting at any time, however loading is permitted providing vehicles are not causing an obstruction to the highway. Disabled permit holders can also park for a maximum of three hours.Where vehicles parked for loading would impact on traffic flow or may cause safety issues ‘no loading at any time’ restrictions will apply. These restrictions also mean disabled permit holders cannot park on these sections.Loading - to provide for the needs of businesses we’ve created bays reserved for loading and unloading of goods only. People using loading bays must be seen to be loading and unloading.Cycle parking – cycle parking will be increased throughout Lea Bridge Road, particularly in areas of shops, businesses and other local attractions. Side road junctions and modal filter areas will also be utilised to increase cycle parking.

A proposal for Section DEF of Lea Bridge Road has been developed based on the results of the perception surveys carried out earlier in the year, information on traffic movements, traffic survey data, bus information and traffic modelling. For example, 50 per cent of respondents to the perception survey wanted safer crossings, 55 per cent wanted to see protected cycle lanes and 53 per cent wanted more plants and trees, also many of the businesses were concerned about parking and loading, and so these have been built into the improvements.Local people and road users have told us that reducing traffic volumes and creating a safer environment are key priorities. In response, improvements to the area will increase safety by introducing new crossing points, a 20mph speed limit, upgrading junctions and creating new protected cycle lanes (called segregated cycle tracks) that separate people who cycle from pedestrians and vehicles. The proposals will transform the existing roundabout into a signalised T-junction, making significant improvements for all road users, and creating new public spaces incorporating elements of Epping Forest, and major improvements to the bus facilities.The new design of this area will ensure that this is made safer and easier to navigate for all road users and will include new signals, crossing points and improved cycle and pedestrian facilities. The plans include new and improved public spaces for the whole of the local community to enjoy including a children’s play area incorporating elements of the natural environment, a new pond area and improvements to the area around the war memorial.The plans include an upgrade to bus facilities, improving the accessibility for bus passengers and increasing the number of people able to queue comfortably at bus stands. The proposals will also enable any future plans to increase bus services in the area to be included.Overall the proposals allow better connections from this area of the road to Wood Street, Whipps Cross Hospital, Hollow Ponds and Epping Forest in general.Specific proposals include:<li>New junction layout of Whipps Cross and Wood Street to improve safety, accessibility and navigation for all road users</li> <li>Junction redesign and new crossing points at Hospital Road to improve safety for all road users</li> <li>New cycling facilities including cycle racks and a two-way, fully segregated cycle track to improve safety for cyclists</li> <li>Bus stop facilities upgraded to improve accessibility and waiting areas for bus passengers</li> <li>Enhanced public space at a number of locations to improve the environment and encourage more people to use and enjoy the area</li>Wood Street JunctionThe Wood Street side road junction becomes a new signalised junction with improved provision for cycling in all directions of travel. Crossing points will be clearly marked using coloured surface treatments and new road markings such as ‘elephant footprint’ markings to define cyclist crossing points. Low level cyclist signals will also be installed to increase safety for both cyclists and motorists. Cycling will be made safer, with clearly marked cycle tracks and crossing points, with new ‘elephant footprint’ road markings and coloured surfaces which will mark the space for cycling. Dedicated cyclist traffic signals will also be installed which will increase safety for all road users and pedestrian crossings will ensure safe and direct crossings for those walking. A small building could provide refreshments, wayfinding and local information and a small cycle-hire facility for visitors to Epping Forest. Existing bus stops will be updated to create more attractive and interesting places to wait, whilst introducing some of the borough’s culture and history.

Section A: public spaces bus stops

Feature bus stops will seek to create more attractive and interesting places to wait, whilst introducing some of the borough’s culture and history. The scheme proposes to use feature paving, the design of which will take inspiration from William Morris’ floral patterns. As well as this consultation, over 1,300 people and 175 businesses have already provided us with feedback on the area through our perception survey in March 2015. Section H: Forest Rise green verge

The proposal will allow the forest to creep towards the new highway, blending seamlessly with the existing natural greenery. Minimal planting will be used to encourage the growth of vegetation native to Epping Forest. Where necessary, existing access to off street parking will be maintained across the cycle track including drop kerb access.To accommodate the cycle track the central island to the east of Markhouse Road and Church Road junction will be removed. We will continue to liaise with TfL who will approve any changes to bus stops and bus lanes.New bus stops and shelters will be introduced at the following locations, to make bus journeys more convenient and accessible:<li>To the east of Salcome Road (westbound).</li> <li>To east of Rochdale Road (eastbound).</li> <li>To the east of Orna Road (westbound).</li> <li>To the west of Shrubland Road (eastbound).</li> <li>To the east of Melbourne Road (westbound).</li>The following changes will take place at existing locations to make space for other road improvements for pedestrians as well as people who cycle:<li>Removal of the eastbound bus lane. We will continue to work with local businesses to ensure their requirements are considered.The parking and loading arrangements along the street have been fully revised and formalised making it clearer for everyone.Permit holder bays - available for holders of resident or business permits to use only.Double yellow lines - no waiting at any time, however loading is permitted providing vehicles are not causing an obstruction to the highway. Disabled permit holders can also park for a maximum of three hours.Where vehicles parked for loading would impact on traffic flow or may cause safety issues ‘no loading at any time’ restrictions will apply. These restrictions also mean disabled permit holders cannot park on these sections.Loading – to provide for the needs of businesses we’ve created bays reserved for loading and unloading of goods only. People using loading bays must be seen to be loading and unloading.Modal filters (roads accessible to pedestrians and cycles)In this section of Lea Bridge Road collisions, involving cycles, have occurred on Avondale Road and Whitney Road. To reduce collisions in the area, we are proposing to introduce permanent filters at these locations where they meet Lea Bridge Road.The modal filters help to improve safety for the local community, in particular children and the elderly, whilst creating more attractive residential streets, providing a place suitable for people to play out, relax and spend time with neighbours.The filters will only affect motorised vehicles, and people who walk and cycle will be able to pass through. Where a filter is installed, space will be provided to allow vehicles to turn around (on side streets), access for other vehicles such as for deliveries and bin collections will be maintained and residents will still have access to their street. We will continue to consult with the emergency services to ensure access is maintained, as without approval from the emergency services a scheme cannot be implemented.

For example, 50 per cent of respondents to the perception survey wanted safer crossings, 55 per cent wanted to see protected cycle lanes and 53 per cent wanted more plants and trees, also many of the businesses were concerned about parking and loading, and so these have been built into the improvements.Local people and road users have told us that reducing traffic volumes and creating a safer environment are key priorities. In response, improvements to the area will increase safety by introducing new crossing points, a 20mph speed limit, upgrading junctions and creating new protected cycle lanes (called segregated cycle tracks) that separate people who cycle from pedestrians and vehicles. Upgraded bus facilities will also be made improving accessibility and bus waiting areas. Side road junction improvements will greatly improve access for businesses and other road users using side road junctions. The road proposals aim to improve traffic reliability and help keep traffic moving freely. The fully segregated cycle track means safety will be greatly improved for cyclists and other road users.The suggested public space improvements mean that this already green part of the road is made greener, creating both enjoyable and fun places to be. Consideration of the bio-diversity and ecology of these areas is absolutely essential as are sustainability aspects of the project. The proposals create segregated cycle tracks which work better to protect those cycling from vehicle traffic and improve the feeling of safety for all road users. The cycle track will be on a slightly lower level to the pedestrian footway, to reduce conflicts between people walking and cycling. The surface treatment will also indicate the difference between the footway, cycle track and carriageway. These elements of the scheme are based on street design principles used in cycle-friendly European cities such as those in Holland. The new and improved crossings will benefit both cyclists and pedestrians, by creating an additional crossing near the Lammas Road junction, and through upgrading existing crossings to the latest standards of traffic signals that accomodate both people walking and cycling. The redesigned bus stops will also better support bus passengers, being upgraded to TfL accessibility standards to better support elderly or disabled passengers and parents with prams and buggies.Furthermore, feature bus stops will help to make the area more attractive, and support the role of Lee Valley Park as a major attraction and asset to Waltham Forest. Mature trees will be retained, with additional trees, cycle parking and seating provided to create an attractive place for bus passengers, businesses, and the community. The proposals in this area aim to enhance the existing environment making this an improved destination for people to enjoy. It will provide better off road connections to the Lee Valley Park, the Olympic Park and provide easier access onto the National Cycle Network route.New and improved existing facilities to existing crossing points will help pedestrians cross the road easily and safely and help better connect the leisure facilities located on either side of the road. Upgraded bus facilities will also be made improving accessibility and bus waiting areas. Side road junction improvements will greatly improve access for businesses and other road users using side road junctions. The road proposals aim to improve traffic reliability and help keep traffic moving freely. The fully segregated cycle track means safety will be greatly improved for cyclists and other road users.The suggested public space improvements mean that this already green part of the road is made greener, creating both enjoyable and fun places to be. Consideration of the bio-diversity and ecology of these areas is absolutely essential as are sustainability aspects of the project. A proposal for Section B of Lea Bridge Road has been developed based on the results of the perception surveys carried out earlier in the year, information on traffic movements, traffic survey data, bus information and traffic modelling. For example, 50 per cent of respondents to the perception survey wanted safer crossings, 55 per cent wanted to see protected cycle lanes and 53 per cent wanted more plants and trees, also many of the businesses were concerned about parking and loading, and so these have been built into the improvements.Local people and road users have told us that reducing traffic volumes and creating a safer environment are key priorities. In response, improvements to the area will increase safety by introducing new crossing points, a 20mph speed limit, upgrading junctions and creating new protected cycle lanes (called segregated cycle tracks) that separate people who cycle from pedestrians and vehicles. By increasing safety more local people will be encouraged to walk and cycle, which in turn will help to reduce congestion on the roads.Overview of proposals for this section<li>Two segregated cycle tracks, one on each side of the road.</li> <li>New and improved ‘single stage’ pedestrian and cycle crossings which allows the user to cross without the need to wait at an island.</li> <li>Junction improvements to make the road easier to navigate and safer for all road users.</li> <li>Bus shelter improvements including updating existing shelters.</li> <li>Modal filters (roads accessible to pedestrians and cycles) at junctions, to reduce vehicle collisions.</li> <li>Public space improvements along the street and at major junctions.</li>What happens next?All of the feedback received from the consultation will be carefully analysed and considered as part of our final designs. Where possible, we will try to incorporate everyone’s suggestions, and where this is not possible we will try to explain why.We will produce a summary of the results that we will feedback to everyone who took part setting out the results and how they have been used.All of these plans are subject to Transport for London approval and we are continually working with them to ensure the proposals work for London’s traffic and transport network overall. The existing grassed entrance would be treated to create a pathway, and a gate installed to allow public access as well as vehicle access for vehicles associated with the maintenance of the Flood Relief Channel.The entrance area will become more clearly visible as a publically accessible route, encouraging more people to use and enjoy the area. Section H: Epping Forest Pond

The island is heavily planted with wildflower meadow species and new trees, to create a green gateway to Epping Forest, buffer the impact of the highway and provide a small habitat for wildlife, interlinking with the vast Epping Forest. In response, the scheme will introduce a number of road safety and junction upgrades in these sections to prioritise pedestrians and slow down traffic.Proposal<li>Introduce blended ‘Copenhagen’ crossings on all side road junctions open to traffic to prioritise people crossing side roads. Please refer to the overview map for exact locations.</li>New cycle lanesLea Bridge Road will benefit from the creation of a segregated cycle track on each side of the road to transform this key route for people who cycle. It will provide a safe space for people to cycle on, separated from motorised traffic, which is proven to increase cycling as people who would like to cycle feel more confident to do so.This type of cycle lane will also reduce confusion and conflict among all road users by creating the cycle track on a slightly lower level to the footway, making the cycle track a different colour and material to the footway and road, and by making drivers feel more at ease. Where necessary, existing access to off street parking will be maintained across the cycle track including drop kerb access.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1505380424/projects/db/cycle-lane.jpg" />Modal filters (roads accessible to pedestrians and cycles)To reduce collisions in the area, we are proposing to introduce a permanent modal filter at the Western Road/ Lea Bridge Road junction to make space for a new pedestrian and cycle crossing. Modal filters help to improve safety for the local community, in particular children and the elderly, whilst creating more attractive residential streets, providing a place suitable for people to play out, relax and spend time with neighbours.The filters will only affect motorised vehicles, and people who walk and cycle will be able to pass through. Where a filter is installed, space will be provided to allow vehicles to turn around (on side streets), access for other vehicles such as for deliveries and bin collections will be maintained and residents will still have access to their street. We will continue to consult with the emergency services to ensure access is maintained.Bus stop and bus lane changesWe want to help improve the reliability of bus services and meet TfL’s accessibility standards to help passengers with impaired mobility, as well as people with push chairs. To do this, changes will be made to bus stops and bus lanes, which will be designed in conjunction with the new cycle tracks. Improving public transport facilities in the area will encourage more local people to choose this mode of transport over personal motor vehicles which will help to relieve congestion on the road.We have been working closely with TfL on these designs and have used traffic data and average bus journey times (peak and off peak) to understand how the road may be impacted. As the bus lane is only in operation during peak hours, the bus lanes have proven to have little impact on bus journey times and so it is anticipated that changing the bus lanes in some sections of the road will have a minimal impact on the overall bus journey times in the borough.New bus stops and shelters will be introduced at the following locations, to make bus journeys more convenient and accessible:<li>To the east of Leyton Green Road (westbound)</li> <li>Next to Shernhall Street (eastbound)</li> <li>To the west of Western Road (westbound)</li> <li>To the west of Raglan Road (eastbound).</li>The following changes will take place at existing locations to make space for other road improvements for pedestrians as well as people who cycle.<li>Removal of the eastbound bus lane.</li><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1505380586/projects/db/floating-bus-stop-2.jpg" />Parking and loading improvementsIt’s essential that parking and loading improvements meet the needs of local businesses who are vital to the community and local economy. We’ve already met with businesses and visitors to understand their requirements and invite further feedback through this consultation. We will continue to work with local businesses to ensure their requirements are considered.The parking and loading arrangements along the street have been fully revised and formalised making it clearer for everyone.Permit holder bays - available for holders of resident or business permits to use only.Double yellow lines - no waiting at any time, however loading is permitted providing vehicles are not causing an obstruction to the highway. Disabled permit holders can also park for a maximum of three hours.Where vehicles parked for loading would impact on traffic flow or may cause safety issues ‘no loading at any time’ restrictions will apply. These restrictions also mean disabled permit holders cannot park on these sections.Loading - to provide for the needs of businesses we’ve created bays reserved for loading and unloading of goods only. People using loading bays must be seen to be loading and unloading.Cycle parking – cycle parking will be increased throughout Lea Bridge Road, particularly in areas of shops, businesses and other local attractions. Side road junctions and modal filter areas will also be utilised to increase cycle parking.

Historical features and attractions will be signposted using new wayfinding aids, with local historical information also provided.Porters Meadow will be enhanced with wildflower meadow planting, more tree planting and a new open, wild playspace to complement the family attractions of the Lee Valley Ice Cente, Riding Cente and WaterWorks nature reserve. The change in surface will continue across road crossings and junctions, making it clear to motorists that pedestrians and cyclists are present and making the junction easy to navigate for those walking and cycling.
